     Your Committee on Economic Development & Business, to which was referred H.B. No. 2681 entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the issuance of revenue bonds and appropriate funds to the Hawaii Technology Development Corporation to construct one electrolysis hydrogen production, storage, and dispensing facility on Oahu and one on a neighbor island, to be managed by the Hawaii Center for Advanced Transportation Technologies.

 

     Your Committee received testimony in support of this measure from the Hawaii Food Industry Association; Servco Pacific, Inc.; and Alliance for Automotive Innovation.  Your Committee received comments on this measure from the Hawaii Center for Advanced Transportation Technologies.

 

     Your Committee finds that the State established a goal of achieving one hundred percent clean energy by 2045.  The development and deployment of hydrogen infrastructure will serve to further expand the State's renewable energy portfolio and reduce dependency on fossil fuels.  This measure will make available revenue bond authority that would be a strategic revenue source for hydrogen infrastructure.

     Your Committee has amended this measure by changing its effective date to July 1, 2112, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Business that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2681, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2681, H.D. 1, and be referred to your Committee on Finance.
