Sir:

 

     Your Committee on Finance, to which was referred S.B. No. 2060, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO COASTAL ZONE MANAGEMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to amend state coastal zone management laws to further protect the State's coastal areas and resources against the impacts of sea level rise and coastal erosion.

 

     Your Committee received testimony in support of this measure from the Hawaiian Affairs Caucus of the Democratic Party of Hawaii, Sierra Club of Hawaii, and six individuals.  Your Committee received testimony in opposition to this measure from the American Institute of Architects and Hawaiian Electric Company, Inc.  Your Committee received comments on this measure from the State Office of Planning.

 

     Your Committee has amended this measure by:

 

     (1)  Repealing the definition of "authority" from section 205A-22, Hawaii Revised Statutes (HRS), and adding the definition to section 205A-1, HRS, so that the definition applies to the entire chapter, rather than only part II of chapter 205A, HRS;

 

     (2)  Adding a definition of "department" from part II of chapter 205A, HRS, to section 205A-41, HRS, in order to apply that same definition to part III of chapter 205A, HRS;

 

     (3)  Making it effective upon approval; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2060, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2060, S.D. 2, H.D. 2.
