RELATING TO LANDLORD-TENANT LAW.

Allows, at the request of either the tenant or the landlord in any court proceeding in which repair costs of tenant-caused property damage is in dispute and the repair costs exceed the tenant's security deposit, the tenant to deposit the amount of damages claimed into the court, such funds to be distributed consistent with a judgement.

RELATING TO THE LANDLORD-TENANT CODE.

Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of the premises is significantly impaired.  Sets a tenant's liability for rent if habitability of the premises is significantly impaired.  Provides remedies for retaliatory evictions.

RELATING TO DENTAL ASSISTANTS.

Establishes minimum requirements for dental assistants.  Clarifies the allowable and prohibited practices by dental assistants.

RELATING TO MASSAGE THERAPISTS.

Beginning with the renewal for the licensing biennium commencing July 1, 2022, and every biennial renewal thereafter, requires massage therapy licensees to complete twelve hours of continuing education within the two-year period preceding the renewal date, two hours of which shall include first aid, cardiopulmonary resuscitation, or emergency related courses.  Updates advertising restrictions and penalties.

SB 2428

      Status & Testimony

RELATING TO THE LICENSURE OF MIDWIVES.

Amends various provisions related to the licensure of midwives.  Allows certified nurse midwives and direct-entry midwives to refer to themselves as "midwives".  Allows a traditional midwife to practice midwifery under certain conditions.  Repeals the repeal date for chapter 457J, Hawaii Revised Statutes.
