Requires retailers of household appliances to conspicuously display available energy efficiency rebates funded by the public benefits fee and state-specific energy operation costs.  Takes effect on 7/1/2112.  (HD1)

RELATING TO THE ENERGY SECURITY SPECIAL FUND.

Allows the chief energy officer to contract with Hawaii not-for-profit entities to administer expenditures from the energy security special fund for the purposes set forth in section 201-12.8, HRS.  Increases the allocation from the state environmental response, energy, and food security tax for deposit to the energy security special fund from 5 cents to 15 cents per barrel or fractional part of a barrel of petroleum product.  Effective 7/1/2050. Makes an emergency appropriation to provide funds for the stadium authority for payroll, various repair and maintenance costs, contracts for services, and operating equipment.  Effective on 1/1/2050.  (HD1)

Amends the nominating authority of the representatives of the Heeia community development district, Kalaeloa community development district, and Kakaako community development district that serve on the Hawaii community development authority.  Effective 7/1/2050.  (HD1)

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

Establishes the pacific international space center for exploration systems within the department of business, economic development, and tourism for administrative purposes.  Amends the composition of the board of directors of the pacific international space center for exploration systems.  Creates an unspecified amount of exempt positions within the pacific international space center for exploration systems.  Transfers the rights, powers, functions, and duties of the employees of the pacific international space center for exploration systems to the department of business, economic development, and tourism.  Appropriates funds.  Takes effect on 7/1/2112.  (HD1)

RELATING TO TRANSIENT ACCOMMODATIONS TAX.

Amends chapter 237D, Hawaii Revised Statutes, to repeal the misdemeanor for failing to register under chapter 237D and replacing it with a fine structure and to make various technical amendments.
