Prohibits a person from advertising or conducting a live musical performance or production through the use of a false, deceptive, or misleading affiliation, connection, or association with a performing group and recording group.  Allows a court to grant restitution.

RELATING TO MEDICARE PART B.

Requires the EUTF board to send actual, individual notice via a board approved method of delivery to EUTF members that they may be eligible for reimbursement of income-related monthly adjustment amount (IRMAA) medicare part B premium payments.  Allows beneficiaries to be reimbursed for IRMAA part B premiums owed on or after January 1, 2015, without any time limitation for claiming the reimbursement.  Takes effect on 1/1/2050.

Authorizes manslaughter prosecutions for wilful and wanton disregard of the need to exercise reasonable care that results in the death of another person.  Takes effect on 7/1/2050.

RELATING TO ADOLESCENT MENTAL HEALTH CARE.

Allows an unlicensed mental health professional, working under the supervision of a licensed mental health professional, to provide mental health treatment or counseling services to minors without parental or legal guardian consent, knowledge, or participation.  Requires a mental health professional to assist a minor with completing a nondisclosure notification form to send to covered entities, when appropriate.  Requires a covered entity, upon receiving a completed notification form, to maintain the confidentiality of minor-initiated mental health treatment or counseling services.  Takes effect on 7/1/2050.

RELATING TO LEASE EXTENSIONS ON PUBLIC LAND.

Authorizes the Board of Land and Natural Resources to extend certain leases of public lands for commercial, industrial, resort, or government use upon approval of a proposed development agreement to make substantial improvements to the existing improvements.  Effective 7/1/2050.  Sunsets on 6/30/2025.

RELATING TO DRUG DISPOSAL.

Establishes the Drug Disposal Program, administered by the Department of the Attorney General, to dispose of prescription and over-the-counter drugs in a safe, secure, and environmentally friendly manner.  Establishes the Drug Disposal Special Fund and appropriates funds.  Effective July 1, 2050.

Requires the employers of first responders to develop and provide dementia training to first responders.  Effective 12/31/2059.

RELATING TO PESTICIDES.

Establishes the Pesticide Disposal Amnesty Program within the Department of Agriculture to provide a one-time, affordable, and environmentally accessible means for the disposal of restricted and nonrestricted use pesticides from a bona fide agricultural entity.  Convenes a Pesticide Disposal Amnesty Program Steering Committee to guide and monitor the program.  Increases fines for pesticide use violations.  Appropriates funds.  Effective 7/1/2150.

RELATING TO SOCIAL SERVICES.

Amends the monthly needs allowance for individuals residing in foster homes, care homes, domiciliary homes, and other long-term care facilities.  Amends the state supplemental payment ceiling for domiciliary care paid to recipients who are eligible for federal supplementary security income or public assistance, or both.  Takes effect on 12/31/2059.

RELATING TO HEALTH CARE.

Beginning on 3/1/2021, requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for a comprehensive category of reproductive health services, drugs, devices, products, and procedures.  Prohibits discrimination in the provision of reproductive health services.  Effective 7/1/2050.

Status

RELATING TO MEDICAL CANNABIS.

Allows for a process to remediate any batch of cannabis or manufactured cannabis product that fails laboratory testing standards so long as any final cannabis or manufactured cannabis product passes all the laboratory standards.  Authorizes licensed dispensaries to manufacture and distribute edible cannabis products, under certain conditions, and circulate, sponsor, and promote educational and scientific information and events related to cannabis.  Effective 7/1/2050.
