RELATING TO HAWAII PRODUCTS.

Exempts construction procurements from the Hawaii products preference in section 103D-1002, Hawaii Revised Statutes.

RELATING TO THE REISSUANCE OF PAYROLL CHECKS.

Amends section 40-53(a), Hawaii Revised Statutes, to all reissuance due to a non-received, lost, fraudulent, or altered payroll check to be assessed a $50 fee per check.

RELATING TO PROCUREMENT.

Authorizes the state procurement administrator to hire an exempt position and incrementally funds this position. Authorizes a three-year pilot creating an innovative project delivery partnership between the state procurement office and the office of public works under the department of accounting and general services. Requires the office to provide services to agencies state-wide on construction and innovative projects.

RELATING TO EMERGENCY PROCUREMENT.

To revise Hawaii Revised Statutes 103D-307, Emergency Procurements to add equipment failures, repairs to public property to protect against further loss of, or damage to public property, to prevent or minimize serious disruption in continued functioning of government services.  To replace chief procurement officer approval with an accounting report to the legislature within sixty days after the end of the fiscal year in which the procurement was made.

RELATING TO PROCUREMENT.

To revise Hawaii Revised Statutes 103D-709, Administrative proceedings for review to replace the protest bond amount for a contract with an estimated value of less than $500,000 from $1,000 to one-percent; to replace the protest bond amount for a contract with an estimated value of less than $1,000,000 from $2,000 to two and one-half percent; to replace the protest bond amount when the estimated value of the contract is $1,000,000 or more from one-half percent to four and one-half percent; to delete the $10,000 cap on the protest bond amount.

RELATING TO ADDRESS CONFIDENTIALITY.

Appropriates funds for 1 full-time equivalent (1.0 FTE) position, operating costs, and equipment to support the Office of the Lieutenant Governor in administering the Address Confidentiality Program.
