RELATING TO RENTAL DISCRIMINATION.

Prohibits discrimination, including in advertisements for available real property, based on participation in a housing assistance program, or requirements related to participation in housing assistance programs, in real estate transactions and requirements.

RELATING TO PUBLIC LANDS.

Clarifies that lands set aside to the Hawaii housing finance and development corporation by the governor or leased to the corporation by other state departments and agencies are excluded from the definition of "public lands".

RELATING TO PUBLIC HOUSING.

Requires the Hawaii public housing authority to establish a rent-to-own pilot program subject to any applicable federal law.

RELATING TO LEASEHOLD CONDOMINIUMS ON STATE LAND.

Authorizes the Hawaii housing finance and development corporation and Hawaii community development authority to sell leasehold units in residential condominiums located on state lands.

PROPOSING AN AMENDMENT TO ARTICLE IX, SECTION 5, OF THE HAWAII STATE CONSTITUTION, TO REQUIRE THE STATE TO PRODUCE ENOUGH HOUSING TO MEET DEMAND.

Amends the constitution to require the State to provide enough housing to meet demand.
