RELATING TO TAXATION.

Establishes an empty homes tax against certain residential property owners who own a vacant residential unit in the State.

RELATING TO AFFORDABLE HOUSING.

Extends the deadline for the Hawaii Housing Finance and Development Corporation to exercise its power of eminent domain to acquire the Front Street Apartments affordable housing project on Maui unless the ground lease is renegotiated or a new ground lease is issued.  Extends the deadline to obtain land use approvals for the Lealii affordable housing project on Maui.

RELATING TO DOWN PAYMENTS.

Encourages certain former Hawaii residents to move back to Hawaii by establishing the returning resident down payment program to provide matching funds for the down payment on a residence.  Funds the program with taxes on dividends paid by real estate investment trusts.  Repeals dividend paid deduction for real estate investment trusts.  Appropriates funds.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Establishes the landlord incentive program special fund to reimburse land owners who participate in the section 8 housing choice voucher program for repair costs of tenant-caused property damage when the repair costs exceed the tenant's security deposit.  Makes an appropriation.

RELATING TO AFFORDABLE HOUSING.

Allows the HHFDC to enter into public private partnerships with private sector entities to build affordable housing and reserves a portion of the housing units for the exclusive use of the employees of the private sector entity partner.

      Status & Testimony

RELATING TO HOUSING.

Establishes an Affordable Homeownership Revolving Fund within the Hawaii Housing Finance and Development Corporation to provide loans to nonprofit housing development organizations, community development financial institutions, and qualified nonprofit housing trusts for the development of affordable homeownership housing projects.  Makes an appropriation into and out of the Affordable Homeownership Revolving Fund.  Effective 1/1/2021.
