Makes an emergency appropriation to provide funds for the state public charter school commission to pay the claim and settlement amount pursuant to Miller-Potter v. State of Hawaii, et al., Civil No. 16-1-0385K.  Takes effect on 7/1/2050.  (HD1)

RELATING TO ACCESS TO JUSTICE.

Establishes the Hawaii justice league program to provide partial loan repayments on behalf of eligible lawyers that pursue public interest work in Hawaii.  Provides for loan repayments by the University of Hawaii William S. Richardson School of Law.  Establishes the Hawaii justice league revolving fund.  Makes an appropriation.  Takes effect 7/1/2050.  (HD1)

Prohibits the suspension or expulsion of children participating in the executive office on early learning's public prekindergarten program, except under limited circumstances.  Takes effect on 7/1/2050.  (HD1)

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII.

Extends the sunset provision in Act 38, Session Laws of Hawaii 2017, for certain exemptions from the Ethics Code as related to UH technology transfer from 6/30/2022 to 6/30/2025.  Takes effect on July 1, 2050.  (HD1)

Requires all public meetings of the Board of Regents to be recorded in digital video format, webcast live, and archived and made available to the public.  Takes effect on 7/1/2050.  (HD1)

RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to hold no less than six community forums annually, with at least one forum in each county.  Requires the board to include an open forum for public comments on non-agenda items at the end of each public meeting through June 30, 2025.  Requires a report to the legislature on implementing open forums.  Takes effect on July 1, 2050. (HD1)

RELATING TO PREVENTING SCHOOL VIOLENCE.

Establishes a pilot program to prevent targeted school violence.  Appropriates funds to the office of homeland security for resources to prevent targeted school violence.  Takes effect on 7/1/2050.  Repeals on 6/30/2024.  (HD1)

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Allows the University of Hawaii to conduct criminal history record checks on current or prospective employees, and contractors and their employees, whose duties include ensuring security of campus facilities and persons.  Takes effect on July 1, 2050.  (HD1)

RELATING TO STUDENT JOURNALISTS.

Allows student journalists at public schools to exercise freedom of speech and freedom of the press in school-sponsored media.  Takes effect on July 1, 2050.  (HD1)

Status

RELATING TO THE REGENTS CANDIDATE ADVISORY COUNCIL.

Transfers the candidate advisory council for the board of regents of the University of Hawaii from the University of Hawaii to the office of the governor.  Amends other provisions relating to the candidate advisory council.  Takes effect 7/1/2050.  Sunsets 6/30/2024.  (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

·    Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

PAPER: 15 copies (including an original) to Room 442 in the State Capitol;

FAX:     For testimony less than 5 pages in length, transmit to 808-586-6531 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:    For testimony less than 20MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
