Please be advised that the Centers for Disease Control and Prevention has issued guidelines recommending the avoidance of group meetings larger than 50 people.  Due to concerns for public health, legislative hearings have been temporarily suspended.

RELATING TO THE OFFICE OF THE AUDITOR.

Requires departments to submit their annual reports concerning their non-general fund accounts to the Auditor in addition to the Legislature.  Requires departments to include the status of implementing any recommendations made by the Auditor, and if no action has been taken, to detail the reasons why any recommendation has not been implemented in their annual reports submitted regarding their non-general fund accounts.  Requires the Auditor to submit an annual compilation report for annual non-general fund account reports.  Requires the Auditor to include, in its annual report to the Legislature on special, revolving, and trust funds, an update on fund recommendations made within the past 5 years that have not been implemented.  Effective 7/1/2050.  (SD2)

RELATING TO STATE BUILDINGS.

Establishes a pilot project to purchase, install, and maintain emergency evacuation chairs in multi-story state buildings. Requires a report to the Legislature.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO THE STATE BUILDING CODE COUNCIL.

Appropriates funds to establish one full-time equivalent (1.0 FTE) program director position and one full-time equivalent (1.0 FTE) staff member position, and to provide for employee training, materials and supplies, other costs associated with the state building code council, and any costs necessary to establish a full-time office.  Effective 7/1/2050.  (SD1)

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

Requires the comptroller's annual report to the governor and the legislature to include a list of all accounts that were closed by the comptroller and a list of accounts that are still open but that are still open but serving a lapsed program or initiative during the immediately preceding fiscal year.  (SD1)

RELATING TO WITHHOLDING TAX.

Amends the due date for employers to file the wage and tax statement from the last day of February to January 31 following the close of the calendar year.  Imposes a penalty on employers that fail to timely furnish and file, or file electronically if required, the wage and tax statement.  (SD1)

RELATING TO THE STADIUM DEVELOPMENT DISTRICT.

Establishes the stadium development special fund.  Establishes development guidance policies for the Stadium Authority's actions in the Stadium Development District.  Requires the Stadium Authority to submit annual comprehensive reports to the Legislature.  Authorizes the Stadium Authority to acquire and hold title to real property.  Transfers authority to issue leases of the lands within the Stadium Development District from the Hawaii Community Development Authority to the Stadium Authority.  Authorizes the Stadium Authority, with approval from the Governor, to delegate to other state agencies the implementation of capital improvement projects, under certain conditions.  Repeals part IX of chapter 206E, Hawaii Revised Statutes, relating to the Stadium Development District.  Appropriates funds.  (SD2)

RELATING TO MAKING AN EMERGENCY APPROPRIATION TO THE STADIUM AUTHORITY.

Makes an emergency appropriation to provide funds for the Stadium Authority for payroll, various repair and maintenance costs, contracts for services, and operating equipment.  Effective 7/1/2050.  (SD2)

RELATING TO EMPLOYMENT DISCRIMINATION.

Limits the convictions that may be used in employment decisions from all convictions in the most recent ten years to felony convictions that occurred in the most recent five years and misdemeanor convictions that occurred in the most recent three years.

RELATING TO PUBLIC HEALTH.

Requires employers to educate employees regarding seizure first aid with information provided by department of labor and industrial relations.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

·    Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
