TELECOMMUNICATION SERVICES ON HAWAIIAN HOMELANDS

The purpose of this briefing is to review the current status of telecommunication services and opportunities on Hawaiian Homelands.

 

This briefing will cover two specific areas of concern:

 

1.      The Federal Communications Commission (FCC) 2.5 GHz Rural Tribal Priority Window.

2.      The current status of telecommunication activity on Hawaiian Homelands, including an update on the Sandwich Isles legal proceedings.

 

The 2.5 GHz Rural Tribal Priority Window is a meaningful opportunity for Tribes in rural areas to directly access unassigned spectrum over their Tribal lands. The 2.5 GHz band is suitable both for mobile coverage and fixed point-to-point uses and could play an important role in the deployment of broadband and other advanced communication services on Tribal lands.

 

In January 2020, the Department of Hawaiian Home Lands (DHHL), Office of Hawaiian Affairs (OHA), and the Governor requested that the FCC designate Hawaiian Homelands as eligible for the auction. This request represents a unique opportunity for Hawaiian Homestead communities in rural areas to obtain access to important connectivity solutions that are being leveraged in Tribal communities across the country.

At the conclusion of the presentations the committee chairs will reserve the final 15 minutes for questions by the members relating to the use of telecommunication services on Hawaiian Homelands.
