Requires the Department of Transportation to conduct a study on the feasibility of a private-public partnership to design, build, and operate an underwater tunnel for vehicle traffic to provide a more direct connection between Ewa and downtown Honolulu along with the expansion of roadways as necessary to maximize use of the tunnel.  Authorizes general obligation bonds.  Appropriates funds.

Designates all currently undeveloped watercourses and lands unsuitable for development as wildlife reserve sanctuaries for which development is prohibited so that those lands may serve as a permanent refuge to wildlife.  Establishes procedures to obtain a variance to construct a structure within a wildlife reserve sanctuary.  Prohibits the construction of wind turbines on mountain slopes or hillsides if the location of the wind turbine is within 1,000 feet of the center of a wildlife reserve sanctuary.

Changes the standard for the offenses of operating a vehicle under the influence of an intoxicant and habitually operating a vehicle under the influence of an intoxicant from .08 grams of alcohol per 210 liters of breath or 100 milliliters or cubic centimeters of blood to any measurable amount of alcohol in the person's breath or blood.  Allows law enforcement officers to arrest a person if there is probable cause to believe that the person was operating a vehicle with a measurable amount of alcohol in the person's breath or blood.
