HOUSE CONCURRENT

RESOLUTION

 

 

convening a working group to discuss the future development plans in kakaako makai.

 

 

 


     WHEREAS, "Kakaako Makai" refers to the area within the Kakaako Development District that is from the east side of Kewalo Basin at the Ewa end of Ala Moana Regional Park to Forrest Avenue and from Ala Moana Boulevard to the ocean; and

 

     WHEREAS, in 2012, Act 15, Session Laws of Hawaii 2012, conveyed title to Kakaako Makai to the Office of Hawaiian Affairs and provided that Kakaako Makai shall remain, even after conveyance to the Office of Hawaiian Affairs, under the jurisdiction and authority of the Hawaii Community Development Authority; and

 

     WHEREAS, the Office of Hawaiian Affairs has since come before the Legislature seeking statutory authority to develop residential high-rise buildings on its Kakaako Makai land to develop more programs, services and resources for the benefit of Native Hawaiians; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the Senate concurring, that a working group be convened to discuss the future development plans in Kakaako Makai; and

 

     BE IT FURTHER RESOLVED that in its discussion, the working group is requested to identify public lands of comparable value suitable to the Office of Hawaiian Affairs for a possible land exchange for some or all of its nine parcels in Kakaako Makai; and

     BE IT FURTHER RESOLVED that the working group include the following members:

 

     (1)  The Executive Director of the Hawaii Community Development Authority, or the Executive Director's designee, who shall serve as chairperson of the working group;

 

     (2)  The Chief Executive Officer of the Office of Hawaiian Affairs, or the Chief Executive Officer's designee;

 

     (3)  The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee;

 

     (4)  One member of the Hawaii State Senate, to be appointed by the President of the Senate;

 

     (5)  One member of the Hawaii State House of Representatives, to be appointed by the Speaker of the House of Representatives; and

 

     (6)  A representative of the Kakaako Makai Community Planning Advisory Council; and

 

     BE IT FURTHER RESOLVED that the working group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources, Chief Executive Officer of the Office of Hawaiian Affairs, Executive Director of the Hawaii Community Development Authority, and Kakaako Makai Community Planning Advisory Council.
