A BILL FOR AN ACT

 

 

RELATING TO HOMELESSNESS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that homelessness is a significant issue throughout the State.  However, urban Honolulu receives most of the moneys allocated to address the homelessness issue.  The legislature also finds that the State is failing to collaborate with various local nonprofit organizations throughout the State to address homelessness.  The legislature believes that the severity of homelessness necessitates increased collaboration among the State, counties, neighborhood boards, and nonprofit organizations.

     Accordingly, the purpose of this Act is to allow the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population of the regions within each county.

     SECTION 2.  Section 346-381.5, Hawaii Revised Statutes, is amended to read as follows:

     "[[]§346-381.5[]]  Governor's coordinator on homelessness.  (a)  The governor shall appoint the governor's coordinator on homelessness for the proper administration and enforcement of this chapter without regard to chapter 76.

     (b)  The governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, may develop plans for the city and county of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population of regions within each county.  Each county plan shall identify regions within each county and the specific goals and objectives for each region.  County coordinators shall take into account the concerns of communities impacted by homelessness and the needs of the homeless population of each region."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on May 1, 2029.
