Status

RELATING TO AGRICULTURAL ENTERPRISES.

Authorizes the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture.  Establishes the agricultural enterprise program.  Establishes the Agricultural Enterprise Special Fund.  Requires the Board of Agriculture to annually report an accounting of non-agricultural park lessees to the Legislature.  Effective 7/1/2021.

Status

RELATING TO FOOD SECURITY.

Initiates reporting requirements and safeguards to prevent anti-competitive practices in the meat processing industry.

HB 1243

Status

RELATING TO HEMP.

Amends Act 14, Session Laws of Hawaii 2020, to require hemp product labels to include the product name; ingredients; the name and business address of the help processor; and a warning that the product has not been evaluated by the Food and Drug Administration.  Prohibits the sale, offer, or distribution for sale of hemp products to any individual under 21 years of age.

HB 1088

Status

RELATING TO COSMETICS.

Bans the import for profit, sale, and offer for sale of any cosmetic in the State if the final product or any component of the final product was developed or manufactured using animal testing performed on or after 1/1/2022.  Effective 1/1/2022.

HB 1356

Status

RELATING TO AGRICULTURE.

Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaii Right to Farm Act.  Clarifies that the cultivation of crops and activities related to game, fish, and livestock on agricultural lands may be for economic use or customary and traditional subsistence farming.  Provides that one of the State's policies under the Hawaii State Planning Act's agricultural objectives is to assure the right of native Hawaiian cultural practitioners to engage in customary and traditional subsistence farming for direct personal or family consumption.  Effective 7/1/2060.

HB 1344

Status

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Removes acreage restrictions on leases of Hawaiian home lands for agricultural purposes.  Provides that the availability of the foregoing leases shall be subject to the availability of suitable tracts of land.  Specifies that the foregoing leases may be for for-profit or non-profit purposes.

HB 779

Status

RELATING TO PESTICIDES.

Requires the department of agriculture, in consultation with the department of health, to develop and implement a one-time pesticide disposal collection program, for a duration to be determined by the department.  Requires the department of agriculture to convene a steering committee to guide and monitor the pesticide disposal collection program.  Increases the civil and criminal penalties for violating the Hawaii pesticides law.   Appropriates moneys.

HB 443

Status

RELATING TO SCHOOL FOOD PROGRAMS.

Requires the department of education conduct a comprehensive cost analysis of the department's food services and student meals programs to, in part, increase the use of locally grown agricultural products.  Requires a report to the legislature.

Status

RELATING TO MEASUREMENT STANDARDS.

Transfers the oversight and regulation of measurement standards in the State from the department of agriculture to the department of commerce and consumer affairs.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be able to testify.  However, all written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
