Moves the Hawaii farm to school program from the department of agriculture to the department of education.  Establishes a programmatic goal for the department of education that at least thirty percent of food served in public schools shall consist of locally sourced products by 2030.  Creates an annual reporting requirement.  Effective 7/1/2051.  (HD2)

Authorizes the department of agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture.  Establishes the agricultural enterprise program.  Establishes the agricultural enterprise special fund.  Requires the board of agriculture to annually report an accounting of non-agricultural park lessees to the legislature.  Effective 1/1/2050.  (HD1)

Requires persons who receive state funds and state financial assistance to donate unnecessary but functioning electronic devices, hardware, and televisions to nonprofit organizations that will refurbish and distribute them to eligible persons in the State.  Sets reporting requirements for donating entities, nonprofit refurbishers, and the department of accounting and general services.  Sets penalties for violations.  Effective 7/1/2112.  (HD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Extends the hospital sustainability program through June 30, 2024.  Increases the maximum fee for inpatient care services to five and one-half per cent.  Increases the amount of time hospitals have to pay the hospital sustainability fee from thirty days to sixty days.  Increases the pool of medicaid services that can be used matching purposes.  Appropriates funds.  Effective 7/1/2060.  (HD1)

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM.

Extends the nursing facility sustainability program to 2024.  Allows the nursing facility sustainability fee to be used to enhance capitated rates for the purpose of paying quality incentives.  Allows nursing facilities sixty days to pay the nursing facility sustainability fee.  Specifies that the nursing facility sustainability fee limit is 5.5 per cent of overall net patient service revenue.  Removes the per resident daily maximum fee of $20 for each facility.  Specifies facilities that meet certain exceptions shall pay a reduced daily fee in comparison to other participating facilities.  Appropriates funds.  Effective 7/1/2060.  (HD1)

Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code.  Authorizes advanced practice registered nurses with psychiatric specializations to make capacity determinations.  Adds advanced practice registered nurses with psychiatric specializations as primary providers in advance mental health care directives.  Effective 7/1/2060.  (HD1)

RELATING TO THE TRANSITION OF THE OAHU REGIONAL HEALTH CARE SYSTEM FROM THE HAWAII HEALTH SYSTEMS CORPORATION INTO THE DEPARTMENT OF HEALTH.

Commences the transfer of the Oahu regional health care system in its entirety from the Hawaii health systems corporation to the department of health, beginning with the transfer of the Oahu regional health care system's budget into the department of health.  Enables the Oahu regional health care system, department of health, Hawaii health systems corporation, and other state agencies to manage and implement the processes required to effectuate the completion of the transition.  Authorizes the department of health to conduct long-term care and substance abuse treatment at Leahi hospital and Maluhia and to pay rent for the use of the Leahi hospital property.  Requires the department of health to consult with the university of Hawaii regarding programs at Leahi hospital and Maluhia.  Clarifies the rights, powers, and exemptions of the Oahu regional system board during the transition period of the Oahu regional health care system into the department of health and the rights and powers of the department of health after the transition is completed.  Appropriates moneys from the mental health and substance abuse special fund.  Authorizes the issuance of general obligation bonds.  Part II effective 7/1/2023.  Effective 7/1/2060.  (HD2)

RELATING TO HURRICANE PREPAREDNESS.

Establishes the safe home program to provide matching and nonmatching grants for installation of wind resistive devices to single-family, owner-occupied, residential property owners upon certain circumstances.  Allocates a portion of the moneys earned through interest from the hurricane reserve trust fund for grants under the safe home program.  Creates a temporary position within the insurance division of DCCA to implement and administer the safe home program.  Appropriates funds.  Effective 1/1/2050.  (HD1)

RELATING TO THE BOILER AND ELEVATOR SAFETY LAW.

Authorizes the director of labor and industrial relations to prohibit the operation of pressure retaining items, amusement rides, and elevators and kindred equipment if inspection fees or fines are not timely paid.  Deletes the statutory boiler and elevator fee schedule and requires the director to establish the fees by rule.  Effective 1/1/2050.  (HD1)

RELATING TO CONSUMER PROTECTION.

Transitions from lump sum deferred deposit transactions to installment loan transactions.  Specifies various consumer protection requirements for installment loans.  Beginning 1/1/2023, requires licensure for installment lenders that offer installment loans to consumers.  Requires check cashers to offer a voluntary payment plan to customers under certain circumstances.  Clarifies that a customer may only have one outstanding deferred deposit transaction from any source.  Requires the division of financial institutions of the DCCA to report on the implementation of installment loan transaction requirements and the transition of check cashers who engage in deferred deposit transaction to installment lenders.  Appropriates funds to the division of financial institutions for positions and resources.  Repeals the statutory authorization for deferred deposit transactions on 7/1/2023.  Effective 7/1/2050.  (HD1)
