RELATING TO PROCUREMENT FOR THE UNIVERSITY OF HAWAII.

Removes the sunset provision in  Act 42, Session Laws of Hawaii 2018.

RELATING TO UNIVERSITY DISTRICTS.

Provide a framework that supports consistent land use planning and development across the University of Hawaii System and allows project partnerships with qualified persons.

RELATING TO VIOLATION OF PRIVACY.

Limits the government's use of facial recognition systems, except in certain circumstances.  Does not apply to personal use of a privately owned facial recognition system when acting in an unofficial capacity.

RELATING TO INTELLECTUAL PROPERTY.

Requires the university of Hawaii to include in certain employment agreements that address intellectual property rights a condition requiring the employees to make a good faith effort to sell or license intellectual property to a farmer or agricultural producer within the State prior to attempting to sell or license the intellection property to an entity outside of the State.

RELATING TO THE INFORMATION TECHNOLOGY STEERING COMMITTEE.

Amends the terms and composition of members of the information technology steering committee.  Requires the chief information officer to present an annual report to the information technology steering committee for public comment prior to submitting the report to the governor and legislature.

RELATING TO CRITICAL ELECTRICAL INFRASTRUCTURE.

Establishes the offense of criminal trespass on critical electrical infrastructure and makes it a class C felony.

RELATING TO INFORMATION PRIVACY.

Requires manufacturers of connected devices to equip the devices with reasonable security features regarding information collected, unauthorized access, or the destruction or use of the devices.

RELATING TO THE HAWAII CANCER RESEARCH SPECIAL FUND.

Amends the reporting requirement on the Hawaii cancer research special fund from semi-annually to annually.

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS INDEPENDENT AUDIT COMMITTEE.

Allows the chair of the Independent Audit Committee of the University of Hawaii Board of Regents to be selected in a manner consistent with its bylaws and makes other clarifying amendments.

HB 1072

Status

RELATING TO THE UNIVERSITY OF HAWAII TUITION AND FEES SPECIAL FUND.

Repeals the requirement that each University of Hawaii campus prepare an operations plan, to be reviewed by the President and the Vice President for Budget and Finance and the Chief Financial Officer of the University of Hawaii, for each fiscal year.  Repeals the requirement that the moneys in the University of Hawaii Tuition and Fees Special Fund for each University of Hawaii campus to lapse to the credit of Program ID No. UOH900 (University of Hawaii, system wide support).

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be able to testify.  However, all written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
