RELATING TO INFRASTRUCTURE.

Requires public utilities to consider the disruption to transportation as a criterion in planning future maintenance.  Effective 7/1/2050.  (SD1)

RELATING TO VEHICLE INSPECTIONS.

Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the department of transportation.  Repeals requirement for reconstructed vehicles to obtain a special inspection and certification.  Effective 7/1/2040.  (SD2)

Status

RELATING TO VISION ZERO.

Requires the department of transportation and the counties to implement a vision zero program in Hawaii by 7/1/2022.  Establishes a goal of no traffic fatalities or serious injuries by 2045.  (SD2)

Status

RELATING TO RENTALS OF MOPEDS AND MOTOR SCOOTERS.

Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter.  Exempts riders with a motorcycle license from this requirement.  Prohibits the rental of any moped or motor scooter with aftermarket modifications.  Amends the definition of motor scooter.  (SD1)

RELATING TO TRANSPORTATION.

Directs the department of transportation to fashion a complete streets policy and reporting requirements.  Effective 5/6/2137.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
