RELATING TO RENTALS FOR PUBLIC LAND LEASES.

Authorizes the board of land and natural resources to approve rental reductions or waivers for leases on public lands that require substantial demolition or infrastructure improvement costs for the lessee to utilize the premises.  Effective 7/1/2050.  Sunsets 6/30/2026.  (SD2)

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area.  Effective 5/1/2022.  (SD1)

RELATING TO TRANSPORTATION.

Authorizes the issuance of special number plates to support forest conservation and ocean conservation, with proceeds from the program to be used to fund conservation efforts at the State's beaches, nearshore environment, and forests.  Increases the initial application and renewal fees for special number plates from $25 to $100.  Effective 7/1/2050.  (SD2)

RELATING TO STATE SMALL BOAT HARBOR FEES.

Changes the criteria for calculating the various fees that the department of land and natural resources may charge for the usage of state small boat harbors, including requiring that certain state small boat harbor fees be set at fair market value, and how certain fees are applied.  (SD2)

Establishes the Ocean Stewardship Special Fund for the collection and use of moneys for the conservation, restoration, and enhancement of the State's marine resources.  Authorizes the department of land and natural resources to collect non‑resident user fees for the use and enjoyment of the State's ocean resources.  Effective 7/1/2050.  (SD2)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
