RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Authorizes the Hawaii housing finance and development corporation the right of first refusal for the development of property for all development on state lands, excluding Hawaii Public Housing Authority and Department of Hawaiian Home Land lands, that are within a one-half mile radius of a rail transit station provided there is a transfer of any property interest, including a leasehold interest, of state lands that are within a one-half mile radius of a rail transit station.

RELATING TO HOUSING OBJECTIVES. Requires the Hawaii Public Housing Authority and the Hawaii Housing Finance and Development Corporation to accomplish certain housing objectives.

RELATING TO THE SCHOOL FACILITIES AGENCY. Requires the department of education school facilities agency to adopt and publish administrative rules necessary to implement Act 72, Session Laws of Hawaii 2020, by July 1, 2021. Requires the office of the governor to provide a report to the legislature regarding the process by which the department of education purchases land and executes capital improvement project contracts through the school facilities agency.

RELATING TO LAND USE. Authorizes county land use decision—making authorities to amend district boundaries involving certain land areas greater than fifteen acres, but not more than twenty-five acres, if the land areas are proposed for reclassification to the urban district, contiguous to an urban district, and at least sixty per cent of the land areas will be dedicated for the development of affordable housing. RELATING TO PUBLIC ASSISTANCE. Allows the Department of Human Services to administer and provide public assistance to eligible residents of the State during a governor-declared state of emergency.

RELATING TO TAX CREDITS. Increases the amount of the tax credit for individuals and households and the adjusted gross income eligibility cap for the income tax credit for low-income household renters using tax brackets for individuals and different categories of households and providing for increases every three years based on the consumer price index. RELATING TO CARBON OFFSETS. Establishes procedures for the department of transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from their air travel to or from an airport in the State. Takes effect 1/1/2050. (SD1)

RELATING TO AGRICULTURE. Requires the department of agriculture and agribusiness development corporation to annually lease at least fifty per cent of land leased or up for lease renewal to operations whose primary business is, or supports, local food production beginning 1/1/2022. RELATING TO SUSTAINABLE AGRICULTURE. Establishes a cover crop reimbursement pilot program to provide up to seventy-five per cent cost reimbursement to farming operations in the State for acquiring cover crop seeds or green manure. Requires the convening of a review panel to screen and rate applicants on the quality of their cover crop and green manure practices. Establishes a cover crop reimbursement pilot program manager position within the department of agriculture to administer the program. Requires a report to the legislature. Appropriates funds. (SD1)

RELATING TO A FOOD HUB PILOT PROGRAM. Requires the department of agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub. Authorizes the issuance of general obligation bonds for the Honalo marshalling yard. Requires reports to the legislature. Makes an appropriation. (SD1)

RELATING TO TARO. Establishes an exemption from state income tax for the first $100,000 of a person's income from the business of taro cultivation or production is excluded from their gross income for Hawaii income tax purposes, provided that the department of agriculture makes its thirty thousand acre threshold determination. RELATING TO THE ENVIRONMENT. Requires the Department of Health to fill the vacant division chief staff position within the Environmental Management Division by 10/1/2021, and consider environmental justice issues when making certain assessments and determinations. Requires the Clean Water Branch to perform water quality testing during brown water advisories, inform the public of health risks associated with water runoff during brown water advisories, and establish an Environmental Management Division Oversight Advisory Board. Requires the Legislative Reference Bureau to conduct a comprehensive review of the Environmental Management Division. (SD1)

RELATING TO TRANSPORTATION. Requires the department of transportation to conduct a study to determine the feasibility of repairing or renovating the Kalaeloa airport air traffic control tower. Appropriates funds. (SD1)

RELATING TO AGRICULTURE. Establishes a task force to identify the top ten fruits or vegetables that are imported into the State but may be commercially grown in the State. RELATING TO HOUSING DENSITY. Authorizes counties to establish a block-level upzoning program to allow homeowners within a block located in an urban district to vote to increase the housing density for their respective block.
