RELATING TO THE TAKING OF NATURAL RESOURCES.

Clarifies that any conservation and resources enforcement officer of the Department of Land and Natural Resources may, in the performance of their official duties, stop and temporarily detain any person whom the officer reasonably believes is, or recently has been engaged in hunting or fishing for a natural resource inspection.  Establishes penalties for refusal to comply with inspection requests.  Effective 7/1/2050.  (HD1)

RELATING TO CERTAIN PENALTIES FOR VIOLATIONS OF SUBTITLE 4 OF TITLE 12, HAWAII REVISED STATUTES.

Amends the additional fines and costs for destroying or harvesting trees or tree products, including koa, on state forest reserves lands.  Establishes penalties for any person who violates vehicular parking or traffic movement rules adopted by the DLNR under forest reserves, water development, and zoning laws.  Authorizes the State to pursue civil legal action and criminal action against a person violating forest reserves, water development, and zoning laws and rules.  Establishes criminal penalties for violations of all forest reserves laws or rules.  Repeals the general penalty provision for violations of certain forestry and wildlife, recreation areas, and fire protection laws and rules.

RELATING TO THE TAKING OF MARINE LIFE.

Clarifies that a valid commercial marine vessel license shall satisfy the commercial marine license requirement for all persons taking marine life for commercial purposes aboard a validly licensed vessel.  Requires any person who provides fishing charter services to obtain a commercial marine license.  Effective 1/1/2050.  (HD1)

RELATING TO OCEAN STEWARDSHIP.

Establishes the ocean stewardship special fund and ocean stewardship user fee for the collection and use of moneys for the conservation, restoration, and enhancement of the State's marine resources.  Sunsets the special fund in five years. Delays collection of the ocean stewardship user fee until 1/1/2024.  Effective 1/1/2050.  (HD2)

RELATING TO A NONRESIDENT RECREATIONAL MARINE FISHING LICENSE.

Establishes a nonresident recreational marine fishing license requirement and fees to enable the department of land and natural resources to more effectively manage the marine fisheries resources of the State.  Prohibits nonresidents, with certain exceptions, from fishing, taking, or catching marine life without a nonresident recreational marine fishing license.  Effective 1/1/2050.  (HD1)

Establishes the marine life conservation district special fund for the collection and use of moneys for the management, protection, restoration, and enhancement of the State's marine life conservation districts and the resources contained within, and authorizes the department of land and natural resources to collect fees for the use of marine life conservation districts and the resources contained within, subject to certain conditions.  Sunsets the marine life conservation district special fund in five years.  Effective 1/1/2050.  (HD2)

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Transfers to the natural energy laboratory of Hawaii authority operational authority over the makai research pier located at the southeast corner of Oahu.  Authorizes the director of finance to issue general obligation bonds for the natural energy laboratory of Hawaii authority to repair and upgrade the makai research pier.  Effective 1/1/2050.  (HD2)
