     Your Committee on Finance, to which was referred H.B. No. 2309, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO INCARCERATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds to the Department of Public Safety, Judiciary, and Hawaii Paroling Authority for the development and maintenance of diversion, reentry, and rehabilitation services and programs by non-profit organizations within the State.

 

     Your Committee received testimony in support of this measure from the Judiciary, Hawaii Substance Abuse Coalition, Hawaii Health & Harm Reduction Center, Women's Prison Project, American Civil Liberties Union of Hawaii, Waikiki Health, Community Alliance on Prisons, and three individuals.  Your Committee received comments on this measure from the Department of Human Services, Department of Public Safety, and Department of Budget and Finance.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2309, H.D. 2, and recommends that it pass Third Reading.
